The Joint Financing Programme for Cooperation in Higher Education or the MHO programme is part of the Dutch bilateral development efforts. These bilateral efforts aim to contribute to developments in a range of identified sectors or themes, including education, research, and culture. Under this sector, several categories are distinguished, one of them being international education. In this category, three different programmes are implemented: The Programme for Academic Cooperation, The Netherlands Fellowships programme, and the Programme for Cooperation with International Institutes.
The MHO programme resorts under the Programme for Academic Cooperation. The Joint Financing Programme for Cooperation in Higher Education (MHO) aims to support and strengthen institutions for higher education in developing countries. The characteristic feature of the MHO programme is the mobilization of Dutch expertise through the establishment of long-term inter-institutional linkages between one institution for higher education in a developing country and several Dutch institutions for higher education. These linkages are a means of institution building and knowledge transfer
The MHO programme consists of more than 100 projects within linkages with 11 institutions for higher education in developing countries. In India the MHO partner is Cochin University of Science and Technology (CUSAT), Kochi.
